RDMP-34 CHI Ingress checker

It has been requested to have a way to filter out CHIs on import.

Should work for new catalogues & Dataloads

Proposed Solution:

A Pipeline step that find potential CHIs and optionally redacts them.

Redactions are stored in a table, and can be confirmed or reverted at a later time

Can provide an ignore list similar to the current CHI column finder
