CHI Redaction

Within the HIC plugins, there is a plugin that flags potential CHI numbers on egress pipelines.

While this functionality is required, it is incredibly slow. This has caused issues with attempting to egress large amounts of data.

It may be beneficial to perform this flagging (and potential redaction) on ingress or as a batch job that can be ran via the DQE.

Goals:

Ingress pipeline CHI checker + redaction tool + undo functionality
DQE tool that can be run on a subset of existing data for CHI checker + redaction tool + undo functionality
